WhatsApp Business API: since October 2026, replies are charged too
Since October 1, 2026 Meta charges for WhatsApp API service messages after the first 1,000 per month. What changes, how much it costs and what to do.
For years, the rule was simple: if a customer wrote to you on WhatsApp, you had 24 hours to reply through the API as much as you wanted, for free. Many companies built their customer service, their bots and their AI agents on that rule.
On October 1, 2026, that rule changed. Meta started charging for service messages after a free monthly quota. If you serve customers on WhatsApp with a CRM, a team of advisors or an AI agent, this change has already reached your bill. The good news: in Latin America the impact is low, and with a couple of adjustments it can be almost zero.

What exactly changed in the WhatsApp API?
Replies within the 24-hour window, which used to be free, are now charged from message 1,001 of the month on each number. To understand it, remember the message types: marketing, utility and authentication messages are templates the business sends, and they were already charged (we explain them in WhatsApp templates). Service messages are the free-form replies you give when the customer writes to you.
According to Meta's official pricing page:
- Each WhatsApp number has 1,000 free service messages a month. From message 1,001 on, they are charged.
- The price of a service message is the same as a utility message in the recipient's country.
- The 24-hour window still exists, and messages customers send you are still free.
- It does not matter who replies: an advisor, a bot or an AI agent. Everything sent from your number within the window counts.
Official providers such as Landbot and SleekFlow have already adjusted their pricing guides to this model.
How much does replying on WhatsApp cost now?
It depends mainly on your customer's country. Rates from Meta's official rate card in effect since October 1, 2026, in dollars per delivered message:
| Customer's country | Service message | Marketing message |
|---|---|---|
| Colombia | 0,0008 | 0,0125 |
| Mexico | 0,0085 | 0,0397 |
| Spain | 0,02 | 0,0707 |
Do the math: in Colombia, 10,000 additional replies a month cost about 8 dollars. In Spain, the same amount costs about 200 dollars. Your customers' country matters more than the volume.

Who is most affected by this change?
Those who reply a lot, in many messages and to customers in expensive markets:
- Businesses with high service volume on a single number, such as online stores, clinics or restaurants with delivery.
- Companies with AI agents that chat a lot: an agent that replies in five or six short messages spends more than one that resolves in one or two.
- Operations with customers in Europe or the United States, where the rate per message is several times Colombia's.
Common mistake: designing a bot that “chats” like a person, splitting each idea into a separate message. It feels natural, but now every bubble costs money. A complete reply in a single message is cheaper and also clearer for the customer.

What can I do to pay less?
- Measure your real volume. Check how many replies go out from each number per month. If you are under 1,000, you pay nothing new.
- Make your AI agent resolve in fewer messages. A good AI agent for WhatsApp is designed to give complete answers, not to over-chat.
- Spread the load across numbers if your operation already uses several: each number has its own free quota.
- Calculate before scaling with the official per-country rate calculator on our WhatsApp Business API page.
Watch out: Meta can only change its rates on the first day of each quarter. The next change window is January 1, 2027. Review your numbers before that date.
What if I still use the WhatsApp Business app?
The free app does not change. If you are thinking about moving to the API to connect a CRM or an AI agent without losing your number or your app, the option is WhatsApp coexistence. And if you sell with Kommo, also check Kommo's plan changes, which limit how many numbers you can connect.
In short
Replying on WhatsApp is still cheap in Latin America, but it is no longer free without limits. Companies that serve customers with well-designed AI agents, which resolve quickly and in few messages, are the ones that will feel the change the least. We design and calculate it with you in our WhatsApp Business API service.
Frequently asked questions
Are the messages customers send me charged?
No. Incoming messages are still free. What changes is that your replies within the 24-hour window are now charged after the first 1,000 service messages of the month per number.
How much does a service message cost in Colombia?
According to Meta's rate card in effect since October 1, 2026, a service message to Colombia costs 0.0008 dollars, the same as a utility message in that market.
Does this affect the free WhatsApp Business app?
No. The change applies to the WhatsApp Business platform, that is, the API used by CRMs, official providers and AI agents. The free app and personal accounts do not change.
When can Meta change its rates again?
Meta only changes its rates on the first day of each quarter. The next change window is January 1, 2027.
